Because, in the older times, the LAWS were guaranteed by the Divine revelation, and a Last Judgment, be it Hell or Karmas. This is no more.
Since 18 c, the COMMON law is agreed by the people, for the people, and so on. Of course, the last lower-class person is not going to fix anything. Elites do!
And the AGREEMENTS among elites of different countries become the models by which ordinary people will rule their own personnal and social life.
After WW2, the Nuremberg trials, and the UNO, have set up a common law for 30 years. USSR and USA agreed to maintain a balance, Europe/UNO developed a Human-rights set of ethics, peoples got independent states, WITHIN such agreements
(France HAD TO free Algeria, Cuba could not be invaded… 1968-Prague remained in Moscow's zone…And later, Kabul cannot host terrorists, and Assad cannot use toxic gas)
NOW, IF PUTIN, OBAMA and others do not respect their engagements about UKRAINE, The meaning of commitment will be destroyed.
1/ extremists will find a justification to pure violence, and terror, instead of being limited by International diplomacy and laws.
2/ other countries will develop their own WEAPONRY, before feeling under any urgent menace (Click: «
